In 2003, the Japanese Ministry of Economy, Trade and Industry (METI) implemented an incentive programme for private sector firms that invest in advanced new energy technologies and facilities, such as PV systems, wind power, solar heat, differential temperature energy, natural gas co-generation, fuel cell, wastes generation, use of waste heat, and production of wastes fuel. The incentive rate is up to 1/3 of the installation cost. 90 % of the debt is guaranteed.
