Special Measures Law Concerning the Use of New Energy by Electricity Retailers

The Special Measures Law Concerning the Use of New Energy by Electricity Retailers, passed in June 2002, obliges electricity retailers to supply a certain percentage of renewable energy (Renewable Portfolio Standard). The targets will be set annually from 2004 to 2010 to attain 12.2 billion kWh of electricity generation produced by renewable energy in 2010. Qualifying renewables are wind, solar, biomass, small and medium sized hydropower and geothermal energy. A certificate system was introduced under this law.
