Starting in 2002, the Flanders regional government provided grants for PV panels, amounting to 65% of the total investment cost. This programme had a budget of EUR 1 million in 2002, which has been exhausted. Additionally, most of the communes provide grants of between EUR 250 and EUR 750. For solar heating systems, a grant of EUR 625 was available and most of the communes provided between EUR 250 and EUR 750. This programme was phased out starting in 2005, with the establishment of tradeable green certificates for electricity produced from solar PV. It continued during a two year transition phase, during which an investment subsidy of 10% was provided for private persons. The programme fully ended by the end of August 2007.
