Retrofit Programme of Sustainable Improvement in Existing Housing

In 2016, the Housing National Commission (CONAVI) with the support of the Ministry of Energy (SENER), the Electric Power Savings Trust Fund (FIDE), the Mexican National Development Bank (NAFIN) and the Federal Electricity Commission (CFE) implemented a programme to support families to improve their homes in terms of energy efficiency. Families with incomes up to MXN 11 475 pesos may purchase solar or gas-efficient heaters, air conditioners, efficient lighting equipment, thermal windows, thermal envelopes, solar control films; and for the first time in Mexico, the installation of photovoltaic panels, to encourage the transition to energy efficient and sustainable homes. FIDE’s experts evaluate the house’s current situation and propose a series of measures and eco-technologies to implement in order to reach at least 5 per cent of energy consumption reduction. CONAVI provides a subsidy equivalent to 30 per cent of the project cost and SENER grants 10 per cent as an energy incentive. FIDE processes the rest of the cost up to MXN 50 000 pesos with a preferential rate, supported by NAFIN. The credit payment collection is through CFE by the electricity bill.• Rate: Fixed from 14% up to 18% plus VAT.• Term: Up to 5 years, without penalty by prepayment.• Payment method: Collection through energy bill. Up to April 2018, the programme had allocated 368 credits for the installation of 1 115 equipment with electricity savings of 629 268 kWh and 327 kW on demand annually, and 420 tCO2e avoided. The accumulated amount invested by the programme were MXN 9.08 million (subsidy) and MXN 1.6 million as energy incentive; the total cost of the projects sum up to MXN 17 million.
