Green Purchasing Affirmative Procurement Program (GPAPP)

The Green Purchasing Affirmative Procurement Program (GPAPP) guidelines across the US Department of Agriculture (USDA) for an effective green purchasing programme that encompasses the purchasing and use green products. Given the USDA purchases billions of dollars of products and services, green procurement rules aim, among other goals, at creating new domestic demand, stimulating the market for such products, enhancing energy security and saving energy and other natural resources. The Program offers guidelines for the purchase and use of products that: include recycled content; are energy efficient (ENERGY STAR, Federal Energy Management Program [FEMP]-designated, and low standby power); biobased; water efficient; non-ozone depleting; alternative fuels and alternative fuel vehicles; Electronic Product Environmental Assessment Tool (EPEAT). The green procurement rules apply to all USDA direct purchases, and the Program designates specific responsibilities for management and implementation of the rules in all USDA purchase contracts as appropriate. It also includes USDA-wide training and outreach activities.
