Background:

The aim of the Conference was to identify the key strategic features of regulatory regimes in natural gas markets that maximise efficiency, security and environmental outcomes.

The Conference built on the two regional workshops previously organised by IGU in Europe (October 2005) and US (December 2005). A third regional workshop will be organised by IGU in Asia in the first half of 2006. The IEA/IGU/CIEP High-Level Conference and the three IGU regional workshops will lead to the Strategic Round Table on Regulation at the IGU World Gas Conference in Amsterdam in June 2006.

The following four themes were discussed :

  • Changing Paradigms in World Gas Markets and Energy Policy
  • Investments for the Future, the Global Perspective
  • Market Designs and Upstream Market Power
  • Dynamic Regulation
