Proceedings:

The Tenth Conference of the Parties to the United Nations Framework Convention on Climate Change was held in Buenos Aires, Argentina, from 6 to 17 December 2004.

The IEA played an active role at COP 10:

• Mr. Mandil, launched two new IEA publications: Prospects for CO2 Capture and Storage, and Hydrogen and Fuel Cells at a press conference.

• Mr. Mandil addressed the COP in the high level segment

• A Ministerial dinner was hosted by Mr. Mandil - the theme being “Energy Efficiency and Climate Change”. The Rt. Hon. Margaret Beckett, Secretary of State for the Environment, Food and Rural Affairs, UK, addressed the dinner, as well as H.E. Malik Alim, Minister for Environment, Pakistan, and and Ms. Larisa Dobriansky, Deputy Assistant Secretary for Policy, USA.

• High level Bilateral Meetings were organised for M. Mandil. The purpose of these meetings was to convey energy perspectives to senior environmental officials and hear their views.

• An IEA Side Event on “Energy Perspectives on Climate Change" was extremely well-attended. Chaired by Mr. Richard Bradley, Head of the Energy Efficiency and Environment Division, IEA experts presented climate-related work conducted at the IEA, focusing on energy policy and technology. • A joint Side Event, organised by Italy, Norway, and the IEA, presented the World Energy Outlook 2004. Mr. Claude Mandil, Executive Director of the IEA, presented the latest World Energy Outlook projections for energy-related CO2 emissions to 2030. An alternative scenario showing CO2 and energy savings achievable through new energy policies and technologies, and their cost implications was discussed in detail for OECD and developing countries. This event was chaired by Ms. S. Graham, State Secretary of the Norwegian Ministry of Foreign Affairs.

• IEA experts spoke in numerous other side events organised by various stake-holders

• The IEA Stand in a prime location, displayed recent IEA Publications and free Information Papers. IEA Staff were available to respond to questions. It was widely visited and highly praised.
