Background:

The new Brazilian energy policy is giving a high priority for restoring energy planning. In order to do so, it will be key to re-establish the country capability for energy modelling. There is an urgent need for gathering Brazilian energy modelling expert in order to exchange experiences and discuss possible cooperation activities. On the other hand, the International Energy Agency (IEA) has a deep interest in strengthening cooperation with Brazilian energy sector, in particular with energy modelling institutions in order to improve the Agency’s ability to forecast energy trends in Brazil. In line with these interests the two departments of the Federal University of Rio de Janeiro (Institute of Economics and the Energy Planning Program – COPPE), together with the CEPEL (the Research Center for the electricity sector) and IEA decided to cooperate in order to organise the international seminar on Modelling and Energy Planning, in Rio de Janeiro on April 2004.
