John H. McCutcheon II
President
Resource Associates, Inc.


Mr. McCutcheon serves as President of Resource Associates, a consulting firm with offices in Washington, D.C., West Virginia, Florida and California. Resource Associates specializes in energy related issues and serves a broad range of clients with needs ranging from government relations at both the federal and state level, to grassroots initiatives as well as select political campaigns. Additionally, Resource Associates provides a full line of polling, research and media services for the development and implementation of long term issue based multi-media campaigns.

Previously, Mr. McCutcheon served as the Senior Policy Advisor in the Office of Fossil Energy of the U.S. Department of Energy (DOE). The Office of Fossil Energy is responsible for research and development of technologies that enhance production of domestic oil and gas reserves and increase utilization of U.S. coal supplies; the Clean Coal Technology Program; the Naval Petroleum and Oil Shale Reserves; and the Strategic Petroleum Reserve. In this position, Mr. McCutcheon served as the senior political aide to the Assistant Secretary for Fossil Energy, providing input on the strategic, economic, political, and international aspects of the Department’s oil, natural gas, and coal programs.

Prior to taking his position in the Office of Fossil Energy in January 2002, Mr. McCutcheon served as White House Liaison to the Department of Energy, responsible for coordinating political hiring activities and other personnel actions with the Secretary of Energy, White House, General Counsel and Office of Personnel Management.

Prior to that, Mr. McCutcheon served on the staff of the 2001 Presidential Inaugural.

From 1999 through 2000, Mr. McCutcheon served as Executive Director of the Bush/Cheney Presidential Campaign in West Virginia. From 1997 to 1998, Mr. McCutcheon served as Executive Assistant in the Office of Governor under former Governor Cecil Underwood (R-WV). In 1996, Mr. McCutcheon served as Deputy Campaign Manager for former Governor Underwood. From 1992 to 1996, Mr. McCutcheon served as President of AJC Limited Liability Company, a family owned land management company in West Virginia.

From 1990 to 1992, Mr. McCutcheon served as a lobbyist for the National Taxpayers Union in
Washington, D.C. From 1989 to 1999, Mr. McCutcheon served as a Legislative Aide to former Senator William Armstrong (R-CO).

Mr. McCutcheon holds a B.A. degree in Philosophy from the University of New Hampshire.
