| Description | Since 1998, US AID has contracted CENEf to administer the Heat Efficiency Leveraging Program (HELP) under the auspice of the Russian Investment Initiative and the US-Russian Commission on Scientific and Technological Cooperation. In each region and territory under the scope of HELP, CENEf works to develop energy efficiency programs in the housing and communal sectors, "Energy Efficiency in Buildings" regional building codes, and feasibility studies and business plans for heat supply efficiency projects, as, for example, those in Yuzhno-Sakhalinsk, Nevelsk, Khabarovsk, Bekin and Togliatti. |
