Review of International Policies for Vehicle Fuel Efficiency

This paper, in response to the above-mentioned G8 request, reviews past and current voluntary and regulatory fuel efficiency programs and then assesses the effectiveness of these policies from the viewpoints of enforcement, standard design, standard stringency and standard related policies.
