This collection of "Principal Documents" completes the twenty-year IEA History which began with institutional aspects of the Agency (Volume I, Origins and Structures, 1994) and continued with the Agency's operational activities (Volume II, Major Policies and Actions, 1995). The main purpose of the present Volume is to make available in convenient form the texts of the major policy decisions discussed in Volumes I and II. In addition, Volume III carries forward to 1995 the highlights of major IEA developments featured in the first two volumes. Covering the period 1975-1995, Volume III also contains the full texts of the Agency's Ministerial Communiqués, together with lists of the IEA's publications and conferences, and includes a biography of IEA related materials as well as the index of the three Volumes. The documents reproduced in this Volume follow generally the order which they are taken in the earlier Volumes, beginning with the broad range of institutional actions which set the stage for the IEA policy and other measures. On oil security questions, the collection includes the Agency's actions during the 1979-1981 oil supply disruption, the full texts of IEA decisions on the 1990-1991 Gulf Crisis, and recent decisions on flexible response to oil supply emergencies. The long-term policy sector is represented by the major texts on energy conservation and efficiency, energy diversity, trade and investment, and the full texts of the major actions on energy and the environment. Then follow the materials on energy R&D policies and co-operation with non-Members, which point to future directions the Agency might be expected to take in this important sector. |
