Twenty years ago the oil embargo and a four-fold increase in the price of oil brought the world's first "oil shock" with striking political, economic and social consequences. The urgent need for oil security management and energy policy co-operation led to the creation of the International Energy Agency in 1974. Since then, the IEA has become the industrial countries' principal institutional vehicle for co-operation on energy policy. During its first 20 years the Agency has progressed through an establishment phase to become a mature institution responding broadly and successfully to changes in the international energy scene. Volume I of The History of the International Energy Agency traces the origins of the Agency during the first oil shock through the establishment period and paints its institutional portrait. Volume II will carry the story forward, examining the challenges the IEA has face, its policies and achievements. Richard Scott, the author of the History, played a key role in the establishment of the Agency from early 1974 and served as the Agency's chief Legal Counsel from its beginning to 1992. He is Professor of International Law at the American University of Paris. |
