Promulgated under the Clean Air Act in March 1996, the "Landfill Rule" requires large municipal solid waste (MSW) landfills to capture and combust their landfill gas emissions. The regulation requires large landfills that emit landfill gas in excess of 50 megagrams per year to control emissions. In general, controlling emissions involves drilling collection wells into the landfill and routing the gas to a suitable energy recovery system or combustion device. The gas control systems must reduce landfill emissions by 98%.
