In July 2002, the New Jersey Department of Environmental Protection (NJDEP) and the U.S. Environmental Protection Agency (EPA) negotiated a voluntary agreement with Public Service Electric and Gas Power (PSEG) that required the company to reduce its combined carbon dioxide emission rate for its power plants by 15% relative to its 1990 emissions rate by 2005.
