The two-stage mechanism of the law on CO2 provides for the opportunity to meet the stipulated reduction targets by means of voluntary action only, thereby avoiding the CO2 tax which may be introduced at the earliest in 2004 on a subsidiary basis. In July 2001 guidelines for voluntary action by industry were released in correlation with the CO2 Law and the Energy Law. The Agreement forms part of the Swiss Energy Action Plan, and works towards the conservation targets set within the Plan.
