In December 1995, the federal government issued an Ordinance on the Reduction of Specific Fuel Consumption for Passenger Cars. This Ordinance sets an objective for car importers of a 15% reduction in specific fuel consumption of new cars between 1996 and 2001. The Ordinance also establishes the technical and organisational procedures for monitoring progress in reaching the target. If car importers do not reach this target within the prescribed time, the government is entitled to adopt other measures such as a regulation on the fuel consumption of new cars.
