In response to the 24 December 2004 European Commission stipulation that Spain modify its National Allocation Plan (NAP), the Spanish government approved a final, amended, version of the NAP on 11 March 2005. Amendments to the National Allocation Plan first submitted to the European Commission on 6 September 2004 include: - extension of national emission credit allocation to cover all combustion plants operating at more than 20 MW, thus raising the number of installations eligible for European emissions trading from 926 to 957 - introduction of a "mixed installations" category to cover those installations not previously fitting into existing categories - division of the New Entrants Reserve into three smaller reserves devoted to power plants, industrial sectors included in Annex 1 of EU Directive 2003/87/EC and a third for cogeneration or mixed installations offering services to sectors not included in Annex 1.
