Description:

This programme sets targets and outlines measures for energy efficiency improvements in different sectors of the economy and is to be implemented in multiple phases. Finances come partially from the federal budget, partially from municipal/regional budgets as well as several other sources.  The Program has three key parts: Energy efficiency of Fuel and Energy Complex, Security and Development of Nuclear Power, and Energy Efficiency in the Sphere of  consumption (with a special focus on energy saving measures in energy intensive industrial sectors, agriculture, residential, commercial, transportation, and government). The key targets are to reduce energy intensity by 13.4% (Total final energy consumption/GDP) below 2000 levels by 2005, and a 26% reduction below 2000 levels by 2010.
