Description:

On 25 April, 2011, the Russian government has approved the Action Plan for implementation of national Climate Doctrine. This Plan is a benchmark for forecasts and development programs for Russian territories and its industry. The Climate Action Plan takes into account climate risks, challenges for GHG emission reduction, and adaptation.

The Russian Federation expends maximum effort in relation to mitigating anthropogenic greenhouse gas emissions and increasing their uptake by carbon sinks. The intention is to implement measures aimed at:

(a) increasing energy efficiency in all sectors of the economy;

(b) developing and deploying renewable and alternative energy sources;

(c) reducing market imbalances and realizing financial and fiscal policies to encourage anthropogenic greenhouse gas emission reduction;

(d) protecting and enhancing the capacity of carbon sinks, including sustainable forestry, forestation, and re-forestation.
