Energy Efficiency Description:

Law No. 372/2005 transposes outlines of the EU Directive 2002/91/EC on the energy performance of buildings to the Romanian law. All new buildings, existing public buildings and major renovations works have to obtain “Building energy performance certificate”. Parts outlining certification obligation for residential buildings when constructed sold or rented supposed to enter into force on 1st of January 2010 but this was delayed until 1st of January 2011.

Certificate displays characteristics of the building performance, energy class for the estate and on the energy performance of buildings.

Also, the Law recommends considering using renewable energy sources for decentralised energy supply in the planning process for new building projects with a surface of more than 1000 m².

Also administration buildings, buildings that provide public services and state owned buildings with a surface of 500 m² are obliged to obtain such a certificate. From 9th of July 2015 buildings of the same category but with a surface of 250 m² will be obliged to be certified as well. Also energy consumption of buildings enacted from 31st of December 2020 will have to be nearly zero.
