Portugals Council of Ministers have pledged to amend the national passenger car tax to discourage the use of less efficient vehicles and reduce greenhouse gas emissions. Specifically, the Council resolution will expand the scope of the existing tax, now based on cylinder size, to account for a vehicles carbon dioxide emissions. Because the legislation required to effect the changes must appear in Budget 2006, the tax amendment itself is not expected to enter into force before 1 July 2006.
