Description:In the draft National Allocation Plan (NAP) submitted to the Commission in April, 2004, Portugal proposes to allocate 116.6 million tonnes (Mt) CO2 to the almost 250 installations that are covered by the Directive for the 2005 to 2007 period. In addition a new entrants reserve of 5.6 Mt is set. This NAP was approved by the European Commission in October 2004, after Portugal agreed to make some changes from the version submitted to Brussels in April. Portugal has agreed to make a small reduction in the amount of allowances allocated, down 2.1 Mt to 114.5 Mt - or the Total quantity allocate is 38 161 413 t CO2/year. With the new cap, the 248 participating Portuguese companies are still allowed a small increase in emissions from the base years (2000 to 2003). Portugal also eliminated several intended ex-post adjustments in its NAP and has agreed to cancel any left-over allowances in the new entrants reserve. In response to the European Commission, the Portuguese Council of Ministers formally approved the National Allocation Plan on 13 January 2005.
