The government provided NOK 340 million in the 2001 budget to promote a shift in the use and production of energy. About NOK 60 million was to be used for work directly related to energy efficiency. The government stated its objective to increase "new renewable capacity" (i.e., other than large-scale hydro) by 7 TWh. This will include increasing annual use of central heating based on new renewable energy sources, heat pumps and waste heat by 4 TWh by the year 2010; and the construction of wind generators with a production capacity of 3 TWh/year by the year 2010.
