Description:

In the business sector, EECA's stated objective is to support "enhanced business competitiveness, and lower CO2 emissions". This is an objective of the New Zealand Energy Efficiency and Conservation Strategy to support the 2025 targets of improved industrial and commercial energy intensity and 9.5 PJ per year of energy from woody biomass or direct use geothermal additional to that used in 2005. The EECA Business programme is designed to overcome market barriers across three groups related to the scale of energy use:  

  • Top 200 energy users – the programme is for direct engagement with senior decision makers to create long term, company-wide energy management partnerships;
  • Large energy users (1, 000) – where engagement is led by accredited service providers, industry associations and sector groups;
  • Medium and small energy users (200 000+)  where targeted EECA information campaigns are used to influence change.  

The programme ensures the right mix of information, incentives and standards are in place, and targets priority sectors where there is potential for energy efficiency improvements (e.g., meat and dairy, pulp and paper, commercial buildings). The components of the programme are:  

  • Information and influencing - long-term, multi-site energy management partnerships  
  • Capability initiatives – training and accreditation programmes for service providers, and training programmes for end users and key influencers;
  • Information initiatives – business information programmes, rating / labelling programmes
  • Co-funding energy audits to identify opportunity and co-funding energy-efficient equipment options (for electricity savings only) with priority on changing procurement policies and leveraging future investment
  • Commercial building design advice targeting lighting, HVAC and refrigeration
  • NABERSNZ (National Australia Building Energy Rating Scheme: New Zealand) voluntary energy rating scheme to help owners and tenants to reduce energy use and costs (see separate entry for details)
  • Industrial energy efficiency improvements through targeting motorized systems and processed heat. Process heat is New Zealand’s second-largest area of national energy use, with only one-third of fuels in this area coming from renewable sources (such as wood and geothermal)
  • Demonstration projects and feasibility funding to test new, replicable technology focusing on energy intensive industries. Case studies and learnings are produced to encourage replication throughout the industry.  

Crown loans programme  

  • EECA-administered Crown loans scheme to support capital investment for public sector agencies  

Carbon dioxide reduction programmes (see separate entry  - Carbon reduction programmes - for details)  

  • Energy efficiency business case development in meat and dairy heat plants  
  • Implement the direct use of renewable heat and EECA-led partnership to establish a renewable heat hub in Southland  

Business transport (see separate entry – Carbon reduction programmes – for details)  

  • Targeting more efficient fuel use in the light and heavy vehicle fleets.  

As at the end of 2016 partnerships were in place with around 100 of New Zealand’s most energy intensive companies across the manufacturing, industrial, commercial, and public sectors. The partnerships include the majority of major gas, electricity, and coal users in New Zealand largest energy-using businesses.  The large energy users programme (see above) is also EECA’s most effective single carbon reduction programme delivering annual carbon savings of nearly 10,000 tonnes per year.
