The implementation of the plan and strategy is in three phases starting with the "pilot phase" from 2012 to 2015. This phase sees the implementation of 10% bioethanol blending and 3% for biodiesel.

The second phase, 2016 to 2020 will see the increase of fuel blending to 15% bioethanol and 7% biodiesel. The final Phase will see blending to 20% for bioethanol and 10% biodiesel blending. An inter-ministerial Commission of Biofuels  has been established to coordinate, supervise and monitor the implementation of the Biofuels Policy and Strategy.
