Description:The Ministry of the Environment is in the process of reviewing its Climate Change Program, which has been in force since May 2002. In August 2004, an interim report was published, which includes the following measures as possible complementary options to mitigate climate change: - A voluntary emissions trading scheme from 2005 to 2007; - A mandatory emissions trading scheme starting in 2008; - A requirement for businesses to publicly report their greenhouse gas emissions in the next climate change program. By mandating annual emission reports, the government plans to compile data on energy consumption by 14,000 sites, which jointly account for 40% of all greenhouse gas emissions in Japan; - A requirement for all cars to be equipped with an idling-stop function and fuel consumption meters to alert drivers to how much petroleum they consume. The Review of the New Climate Change Policy Program, is planned to be achieved in Fiscal 2004 (March 2004).
