Description:

In accordance with EU Directive 32/CE/2006, Italy submitted its National Energy Efficiency Action Plan (NEEAP) in July 2007. The plan considers measures already undertaken under the budgetary law of 2007 and other measures, such as application of energy efficiency standards in buildings and the promotion of high efficiency CHP plants. The proposed measures aim to achieve an energy saving target of 9.6% by 2016, comprising 118,464 GWh. The industrial, residential, tertiary and transport sectors are addressed.

In the residential sector, measures include:

  • thermal insulation of opaque surfaces of pre-1980 residential buildings;
  • replacement of single glazing by double glazing;
  • replacement of incandescent lamps (GLS) by fluorescent (CFL);
  • replacement of dishwashers by class A appliances;
  • replacement of refrigerators and freezers by class A+ and A++ appliances;
  • replacement of clothes washing machines by superlative class A appliances;
  • replacement by efficient electric water heaters; - use of efficient air conditioners;
  • use of efficient heating installations; and
  • balanced flues and wood-fired boilers.

In the tertiary sector, measures include:

  • use of efficient heating installations;
  • incentives for using efficient air conditioners;
  • efficient lamps and control systems; and
  • efficient lamps and luminous flux regulating systems (public lighting).

In the industrial sector, measures include:

  • efficient lamps and control systems;
  • replacement of 1-90 kW electric motors by class Eff2 to Eff14;
  • installing inverters on 0.75-90 kWh5 electric motors;
  • high-efficiency cogeneration; and
  • use of mechanical vapour compression.

Measures in the transport sector include the introduction of a 140 g of CO2/km emissions limit (average for vehicles sold).

 

On 5 May, Rep. Atti n. 101/CSR Resolution established a working group aimed at collaborating with the Technical Unit for the Energy Efficiency of ENEA for the arrangement of the Second and Third National Energy Efficiency Action Plan. The Italian Law No 99/2009 provided for the publication of an Extraordinary Plan for Energy Saving and Efficiency. The plan envisaged the improved coordination among central and local administrations, promotion of sustainable construction and refurbishment of buildings, provisions for stimulating the supply of energy services, incentives for micro and small co-generation systems, mechanisms apt to boost the demand of white and green certificates, encouraging auto-productions of energy in SMEs.

The first PAEE was approved in 2007, before the transposition of the Directive, and expected to reach a savings target for 2016 of 9%, in line with the guidelines of the Directive, and an interim target of 3% for 2010. The results achieved in the first period (2007/2010) are positive. The goal was exceeded by 33.8%. At the intermediate target of 2010 savings of 47,711 GWh/year was achieved instead of the expected 35,658 GWh/year. The contribution of the residential sector has been relevant to the achievement of the overall result. Some areas for improvement are the tertiary sector and transport.The PAEE 2011 retains the target of 9% (126,540 GWh/year) reduction in energy consumption by 2016, the general approach and the methodology for calculating the target. With the extension to 2020, the PAEE 2011 aims to link policies on renewables with energy efficiency policies. In fact, energy efficiency is a key objective of the Climate-Energy Package, and the National Action Plan for Renewable includes assumptions regarding the efficiency. Since NEEAP 2011 expected to achieve a saving of 184,672 GWh/year for 2020, the NAP includes an additional savings of 12 MTEP (140,000GWh/year).


NEEAP 2014 outlines energy efficiency goals that Italy has planned to achieve by 2020 as well as running policy measures for achieving them: established measures together with ongoing instruments will help Italy to achieve the expected energy efficiency targets, including reducing 50-55 million tons of greenhouse gases emissionsyearly as well as saving about 8 billion euros in fossil fuels imports. Expected savings at 2020 are equal to 15.5 Mtoe of final energy consumption (20.05 Mtoe of primary energy consumption): 5.5 from transport; 5.1 from industry; 3.7 from residential and 1.2 from tertiary.
