Description:The law passed the main competencies regarding funding of energy saving & renewable energy sources from the Minister of Industry to the Regions. It enables the Regions to be financed by excise levies on petrol (with or without lead) sold on its own territory (350 it liras(=0.18 ecus)/l for 1996). Further, this law allows the Regions to impose a regional tax on petrol and on natural gas (up to 60 it. liras(=0.03 ecus)/l for 1997 and up to 50 it. liras(=0.025 ecus)/cubic m of gas). It also enables the Regions to utilise these levies for financing energy saving and renewable energy projects according to the regional energy policies. At the same time, this law stopped the funding to the regions as foreseen by the art. 9 of the law n° 10/91 regarding the financing the Regions in renewable energy and energy saving matters. The excise duty on petrol was reduced to 242 italian liras in 1997 (Law 449/97) and then increased to 250 in 2000 (Legislative Decree 18/2/2000 n°56). The mechanism of the regional tax on petrol and natural gas is still in force and the single Regions have then established their taxes with a regional law.
