Renewable Energy Description:

The General Law of Electricity provides guidance for the generation, transportation, distribution and commercialization of electricity in Guatemala.

The Law states that utilities must procure their electricity supply contracts through auctions. They offer 15-year PPAs for capacity or energy, with specific modalities for renewable energy.

Additionally, the law aims to promote the development of distributed renewable generation, which it defines as the "generation of energy by means of renewable resources".

Amended:

Government Agreement No. 68-2007 (2007 (Mar 5th))

It defines distributed renewable generators as those under 5 MW. It offers 10-year PPAs to these generators.

Ministerial Agreement No. 195-2013 (2013 (Jun 7th))

It establishes the requirements for different agents of wholesale market:

  • Generators: must have a maximum capacity greater than 5 MW (limit not applicable for distributed generators).
  • Traders, importers and exporters: buy or sell blocks of energy associated with a Firm Efficient Offer or Firm Demand of at least 5 MW.
  • Distributors: must have at least 15,000 users.
  • Transmission system operators: must have a minimum transmission capacity of 10 MW.
