Following a broad national debate on energy carried out in 2003, the French assembly has adopted a new energy bill intended to: - assure the countrys energy supply; - increase the protection of the environment; - guarantee a competitive price for energy; - guarantee access for all citizens. The bill also gives the go-ahead for a new nuclear energy plant while pledging to encourage renewable energy. The bill also deals with energy management in existing or new buildings. The bill introduces the application of minimum requirements on the energy performance of large existing buildings that are subject to major renovation. It also requires regular inspections of boilers and of air-conditioning systems in buildings, and energy performance diagnosis when a building is rented or sold. To enter into force, the bill must be approved by the Senate.
