Since 1997, Finlands formal Long-Term Agreements have promoted energy efficiency in all sectors: industry, energy generation, district heating, electricity transmission and distribution, municipal and private properties and buildings, and public, truck and van transport. Within the National Climate and Energy Strategy, the Long-Term Agreements cover energy audits and efficiency analyses, implementation of the Energy Conservation Plan, employee education programs, and annual reporting and monitoring of energy savings. The LTAs also encourage investment and procurement strategies in consideration of energy efficiency. Based on sector-specific annually-reported data for 2004, enterprises and communities participating in the LTAs conserved approximately 6.1 TWh per year.
