The Ministerial Working Group on Climate and Energy Policy was established in summer 2003 to continue the work of the Kyoto Working Group - which had completed its mission. The ministerial working group revised the National Climate Strategy in the context of emissions trading in the European Union and Kyoto Protocol mechanisms. The group supervises the implementation and follow-up of the National Climate Strategy. The ministerial working group also discusses the National Allocation Plan before its presentation for government approval and follows international negotiations on climate change.
