With a vote of 107 to 92, the Finnish Parliament decided on 24 May 2002 to approve the Governments decision-in-principle, made in January 2002, in favour of the construction of a fifth nuclear power plant unit. Thus, Teollisuuden Voima Oy (TVO), the power company responsible for implementing the project, can continue preparations for the construction of the unit. The decision-in-principle is valid until 24 May 2007. If TVO does not submit an application for the construction permit by this date, as stipulated in the Nuclear Energy Act, the decision will lapse. This decision supports the implementation of the National Climate Strategy adopted in 2001.
