Description:Based on the Energy Package presented by the European Commission on 10 January 2007, the Heads of State and Government at the spring European Council on 9 March 2007 adopted a comprehensive energy Action Plan for the period 2007-2009. The Council adopted various binding targets, and established priority action areas. Energy Efficiency The Plan establishes the objective of saving 20% of the EUs energy consumption compared to projections for 2020 and calls for implementation of the 2006 Action Plan on Energy Efficiency Energy Technologies The Council supports the Commissions following initiatives: - to table a Strategic Energy Technology Plan for presentation to the Council in 2008 - to stimulate the construction and operation of up to 12 demonstration plants of sustainable fossil fuel technologies in commercial power generation by 2012. The Council further encouarges Member States to invest in R&D necessary to bring environmentally safe carbon capture and sequestration (CCS) to deployment with new fossil-fuel power plants by 2020. The Action Plan is to be examined yearly by the Council. In early 2009 the European Commission is invited to provide an updated Strategic Energy Review , to serve as the basis for the new Energy Action Plan from 2010 onwards to be adopted by the Spring 2010 European Council. Internal energy market The Plan reaffirms the need to implement an internal market for gas and electricity, requiring improvements in regulation, harmonisation, and new mechanisms. It establishes a target for Member States, to achieve at least 10% electricity and gas interconnection capacity by 2010.
