Description:In December 2006 a new voluntary Energy Star agreement was agreed upon, prolonging the previous agreement which expired on 31 December 2007 another five years. The regulation implementing the agreement was adopted on 17 December 2007, and the new Regulation published in February 2008. A new feature of the Regulation is that it requires EU institutions and central Member State government authorities to use energy efficiency criteria no less demanding than those defined in the Energy Star programme when purchasing office equipment. The usual thresholds for public supply contracts apply. This is the first time that the Council and the European Parliament agree on making certain energy efficiency criteria mandatory for public procurement. The energy efficiency criteria defined in the ENERGY STAR programme are being continuously upgraded by the Commission in close cooperation with the EU Member States and the US Environmental Protection Agency. This second Energy Star proramme sets more stringent criteria for office and ICT equipment, such as computers, monitors, printers, fax machines, copiers and scanners. The Commission notes that the programme could lead to electricity savings of 30TWh.
