The Commissions "20 20 by 2020" policy target, released 23 January 2008, is based on targets established by the European Council in March 2007, supported the European Parliament resolution on climate change adopted February 2007. The policy sets the following targets: A reduction of at least 20% in greenhouse gases (GHG) by 2020 - rising to 30% if there is an international agreement committing other developed countries to "comparable emission reductions and economically more advanced developing countries to contributing adequately according to their responsibilities and respective capabilities". A 20% share of renewable energies in EU energy consumption by 2020. These overall EU-wide goals have been broken down into specific targets for each Member State. The targets are elaborated as follows: - Updating and enhancing the EU Emissions Trading Scheme (EU-ETS) - For the sectors not covered by the EU-ETS (for example buildings, transport, agriculture, waste and industrial plants) the target for these sectors would be a 10% reduction in emissions from 2005 levels, with specific targets for each Member State - For renewable energy production, the 11.5% increase needed to meet the 20% by 2020 target is to be allocated as specific targets for each Member State, with a separate minimum target for sustainable biofuels - Energy efficiency is a key pillar in acheiving a 20% reduction in GHG emissions. The European Commission is aiming for an improvement of at least 20% of the EUs energy consumption compared to business as usual projections for 2020. This objective corresponds to achieving approximately 1.5% of real energy savings per year up to 2020. If successful, this would mean that by 2020 the EU would use approximately 13% less energy than today, saving EUR 100 billion and around 780 millions tonnes of CO2 each year, around 20% of the current emissions.
