Description:Concurrent with the advent of the EU Emissions Trading Scheme, the European Commission formally adopted the Regulation on electronic national emissions registries. The Regulation establishes the model and standards of use for the national registries of those states participating in emissions trading. The 12000 industrial installations covered by EU ETS cannot now complete trading contracts or comply with emissions reductions targets without the transaction record of the electronic registry. In practice, each industrial plant covered by the trading scheme will have an account in its national registry into which its own allowances will be issued. Any voluntary participant will also be able to open a trading account in any of the registries. Trading will occur via the Internet as allowances are transfered according to contract and registries themselves record the movement of emissions credits between accounts. The national registries interlink with the Community Transaction Log of emissions trading.
