As adopted by the European Commission, the Green Paper on Energy Efficiency presents non-binding targets for energy efficiency across the European Union. Within the overall aim to return EU energy consumption to 1990 levels, the plan focuses on efficiency in the transport and housing sectors. Specifically, the Green Paper outlines energy conservation in the building sector of 105 mtoe by 2020, promoting better household insulation and use of energy efficient appliances. The Green Paper also proposes the establishment of national Annual Energy Efficiency Action Plans, coordinating energy pricing and taxation to more effectively penalize pollutors, using public procurement to kick-start new technologies, extending the scope of the European Directive on buildings and finding new and improved mechanisms for efficiency finance.
