The European Commission has adopted a proposal for a new energy framework programme for the period 2003 to 2006 - "Intelligent Energy for Europe" - to ensure the continuation of community funded projects in support of energy efficiency (SAVE) and renewables (ALTENER), and to initiate two new programmes on energy for transport (STEER) and international policy cooperation (Coopener). In addition to this, the proposal includes the creation of an Executive Agency to carry out the programme management task. The proposal submitted to the Council and Parliament calls for a budget of Eur 215m, with a possible extension of ? 50m for countries joining the EU in the programme time frame. The new programme will supersede the existing "Energy Framework Programme" adopted in 1998 (budget of ? 175m) which expires in December 2002.
