In September 2000, the European Council and Parliament signed into law the directive (2000/55/EC) on energy efficiency requirements for fluorescent lighting. The directive set minimum efficiency standards for fluorescent lighting units. A preliminary set of efficiency standards will apply in 2003. Ballasts complying with current national requirements can continue to be sold over that period. In 2005, a second, more stringent set of standards will be introduced.
