The Energy Management Act establishes the obligation for each of the 14 regions (and statutory cities) to prepare a regional energy concept within five years in order to create the conditions for efficient energy use. These planning documents, which cover a 20-year period and are modified as necessary, include practical approaches for the economical use of energy and of renewable energy sources, with an evaluation of the impact on the environment. The Ministry of the Environment supports the preparation of these model energy concepts by regions (and municipalities) through its Guidelines for Energy Concepts.
