The law 8723 modifies Law 7200 and establishes rule that hydropower plants larger than 50 MW require approval by the national assembly in order to be constructed.

The law aims to establish the regulatory framework for granting concessions for the use of hydraulic resources that can be obtained from waters in the national territory for hydroelectric generation, which must be carried out in accordance with the National Water Plan, respecting the priority of water for human consumption.
