Description:The Pilot Emission Removals, Reductions and Learnings (PERRL) was a federal initiative which was part of Canadas Action Plan 2000. PERRL was designed to provide Canadian companies and organisations with an economic incentive to make immediate greenhouse gas (GHG) emissions reductions through projects in strategically important sectors. As a pilot project, it was also meant to help both Canadian governments and private sector organisations learn about and better understand a number of important elements of emissions trading. Through PERRL, the federal government planned to buy the rights to verified greenhouse gas emission reductions from eligible projects, each on a fixed price per tonne basis. The federal government allocated $ 15 million to fund and administer PERRL until the end of 2007, when PERRL was scheduled to be phased out. Of the $ 15 million, $ 13.2 million were budgeted to purchase reductions and removals, and $ 1.8 million for administration.
