A general programme for improving energy efficiency of petroleum and natural gas derivatives, CONPET included several projects: Ônibus a Gás [Vehicular Natural Gas] initiative; Etiquetagem; Economizar; and Programa Petrobras. CONPET was conceived to promote the efficient use of these sources of unrenewable energy in transportation, in households, in commerce, in industry and in the agricultural and livestock industries. Reliant on Petrobras, the program established technical cooperation associations and partnerships with governmental agencies, NGOs, representatives of entities related to the subject and also organizes and promotes projects. CONPET was developed in 1991 by the Ministry of Mines and Energy, and coordinated by various Federal agencies and private initiative representatives (CONPETS Coordinating Group). Petrobras was responsible for providing the programmes technical, administrative and financial resources. The Energy Conservation, Renewable Energy and CONPET Management Department acted as CONPETS Executive Committee, responsible for creating projects, animating strategies and announcing the Programs actions. This Management Department was connected to the Gas and Energy officer who, by a presidential decree, was CONPETS Executive Secretary.
