From 1 November 2008 onwards, an Energy Performance Certificate (EPC) is mandatory for all houses, apartments etc that are for sale. From 1 January 2009 this is also mandatory for all houses, apartments, etc that are leased.
The EPC has to be available from the moment a residential building is offered for sale or rent. Owners who do not have this EPC risk a fine. Only approved energy experts (type A) can issue these certificates. From 1 January 2009 public buildings with a floor area exceeding 1000 m² and from 1 January 2013 with a floor area exceeding 500 m² have to have and display their EPC also so that it is visible to the public. For non-residential and commercial buildings, this EPC will also be made mandatory in the future (not expected before 2014).
