World Energy Outlook 2011 launched in London

At a press conference in London, the IEA Executive Director Maria van der Hoeven and Chief Economist Fatih Birol presented the results of the IEA World Energy Outlook 2011 (WEO).
The WEO-2011 looks at how the energy system will evolve in the next 25 years, taking account of the broad policy commitments that have already been announced by countries around the world to address climate change and growing energy insecurity.
The WEO also focuses on climate change issue - with an assessment of what infrastructure "lock-in" means for manoeuvrability to meet the 2 degrees Celsius goal, the potential implications of a rapid slowdown in the use of nuclear power for the global energy landscape, the role of coal in an emissions-constrained world and the consequences on global energy markets of a possible delay in oil and gas sector investment in the Middle East and North Africa. The book includes a review of energy in Russia, looking at the trends in domestic energy markets, supply prospects and its implications for global energy supply.

IEA Statement on Early Reports on 2011 World Energy Outlook

The International Energy Agency (IEA) regrets the early reports published today by a news organisation regarding the World Energy Outlook 2011, which is scheduled to be released at 10 a.m. on 9 November in London.
The IEA did not provide the news organisation with the information on which the reports were based. Indeed, the reports clearly draw on a partial draft excerpt of the World Energy Outlook 2011 that was sent to external peer reviewers in July. Much of the draft has subsequently been revised and updated as part of the IEA’s rigorous review process.
The IEA looks forward to presenting the full World Energy Outlook 2011 as planned on 9 November.
IEA Ministerial Meeting

Ministers from 37 countries – including 28 IEA member countries and 9 partner countries – together with the EU, attended the 2011 IEA Meeting of the Governing Board at Ministerial Level. (The partner countries are Brazil, China, India, Indonesia, Mexico, Russia, and the Republic of South Africa, and Chile and Estonia as candidate countries for accession).
These 37 countries collectively represent more than two-thirds of the world’s energy production and more than three-quarters of global demand.
The Ministerial, which took place on 18-19 October 2011 at the OECD Conference Centre in Paris, France, was a unique opportunity for government ministers and industry leaders from all over the world to discuss major energy-related issues, and the future of the world energy system.
The theme – Our Energy Future: Secure, Sustainable and Together – focused discussions around the IEA’s work on energy security, sustainability (economic and environmental) and engagement with non-member countries.
Around 35 Chief Executives from the IEA’s Energy Business Council also took part in the opening session, the theme of which was Government and Industry: Co-operating to secure a better energy future. A presentation on key messages in the forthcoming World Energy Outlook 2011 was followed by an interactive debate on topical energy sector issues, such as the likelihood of a golden age of gas.

IEA Governing Board concludes Libya Collective Action

IEA Executive Director Ms. Maria van der Hoeven today announced that the collective action taken by IEA Member countries in response to the Libyan supply disruption has been terminated.
This decision to conclude the action was made by the IEA Governing Board at its regular meeting on 14-15 September.
The IEA Governing Board, comprising representatives of all 28 IEA Member countries, concluded that the interrupted Libyan supplies have been successfully addressed by a combination of the IEA collective action and increased production from producer countries, against a backdrop now of weakening expectations for global oil demand growth.
The collective action was launched on 23 June 2011, when the IEA Member countries agreed to make available to the market 60 million barrels of crude oil and oil products. Of these 60 million barrels some 38 million barrels were released from public stocks and 22 million barrels via a relaxation of obligatory industry stockholding. Public stocks were taken up by the market over the course of July and August. Uptake of public stocks has been 97%, compared with 73% at the time of the 2005 collective action.
The IEA Member countries will exercise flexibility in re-establishing their emergency stock levels through 2011 and 2012, noting that the collective action required none of the involved IEA countries to go below the 90-day requirement, and also taking into account seasonal demand patterns.

IEA 30-Day Review of Libya Collective Action

International Energy Agency Executive Director Nobuo Tanaka delivered the following remarks on Wednesday at the Center for Strategic & International Studies in Washington, where he was presenting the recently published IEA report, "Are We Entering a Golden Age of Gas?":
"OPEC members today were unable to reach agreement on the need to make more oil available to the market. Crude oil prices have risen as a result and continue to pose a threat to the global economic recovery. Of course what matters more than output targets is actual supply, which we hope will move in line with seasonally rising demand, and we urge key producers to respond accordingly. In that context, we note the constructive statements subsequently made by Saudi Arabia's Oil Minister Naimi. The ongoing supply disruption in Libya, and a still-fragile global economy, mean that we urgently need measures that will help to calm the market. We have already made a call for a prompt increase in supply, made available to refiners at competitive prices that will allow them to boost throughputs and meet rising seasonal oil demand. We are pleased to hear in the aftermath of the OPEC meeting that a number of key producers plan to make more oil available. The alternative of course would be a further tightening in the market, and potential increases in prices which risk undermining economic recovery, something that would be in the interests neither of producers nor consumers. The IEA stands ready to work with its member governments, and indeed with major producers themselves, to help ensure that markets are well supplied."

IEA Governing Board Statement

The IEA Governing Board, at its regular quarterly meeting on 18-19 May, examined oil market developments and their impact on the global economy. Despite a near-10% correction since 5 May, oil prices remain at elevated levels driven by market fundamentals, geopolitical uncertainty and future expectations. The IEA Governing Board expressed serious concern that there are growing signs that the rise in oil prices since September is affecting the economic recovery by widening global imbalances, reducing household and business income, and placing upward pressure on inflation and interest rates. As global demand for oil increases seasonally from May to August, there is a clear, urgent need for additional supplies on a more competitive basis to be made available to refiners to prevent a further tightening of the market.
Additional increases in prices at this stage of the economic cycle risk derailing the global economic recovery and are neither in the interest of producing nor of consuming countries. Oil importing developing countries are most likely to be seriously affected by high oil prices, undermining their economic and social well-being. In these circumstances, enhancing consumer-producer dialogue is urgently important to reach both short- and long-term solutions. The Governing Board urges action from producers that will help avoid the negative global economic consequences which a further sharp market tightening could cause, and welcomes commitments to increase supply. We stand ready to work with producers as well as non-member consumers; in this constructive spirit, we are prepared to consider using all tools that are at the disposal of IEA member countries.

IEA Governing Board Statement on Libya

In its regular quarterly meeting, the IEA Governing Board discussed developments on the world oil market. Based on industry reports, it appears that between 500,000-750,000 barrels per day of crude oil, or less than 1% of global daily consumption, have been removed at present from the market. The IEA and its member countries continue to closely monitor and analyse developments in the current situation, which are evolving.
The IEA is also in close contact with OPEC and major producer countries and the Governing Board takes note of the reports regarding their willingness to draw on their excess capacity to ensure additional supplies if required.
Both consumers and producers have tools at hand to deliver adequate oil to the market. Producers hold ample spare capacity. The IEA is always ready to immediately activate its existing collective response mechanism when deemed necessary. Collectively, the IEA members have 1.6 billion barrels of emergency oil stocks at their disposal, or in aggregate 145 days of import cover for IEA members.

Overseas activities of China’s oil companies are demystified in new report

Research finds that companies operate with high degree of independence from the government and their investments help increase global supplies of oil and gas
New research published today by the International Energy Agency highlights inaccuracies in some commonly held views of China’s National Oil Companies (NOCs).
Until now, there has been little analysis to test the widely held presumption that these companies act under the instructions and in close co-ordination with the Chinese government. Nor have critics been challenged on the validity of their concerns about investments made by these NOCs, and how they could be blocking supplies of oil for other importing countries.
The IEA report, however, finds that contrary to these views, the NOCs actually operate with a high degree of independence from the Chinese government, and their investments have in fact largely boosted global supplies of oil and gas, which other importers rely on.
“These are far from puppet companies operating under control of the Chinese government, as many have assumed,” said Julie Jiang, who co-wrote the report with a fellow IEA expert on China, Jonathan Sinton. “Their investments in recent years have been driven by a strong commercial interest, not the whim of the state.”
Origins
Chinese NOCs emerged in the 1980s when the government decided to convert ministry assets (e.g. refineries) into state-owned enterprises. The principle aim of this move, which took place in the early years of China’s economic reform, was to stimulate competition so that the new companies were subject to market discipline and could vie with each other for the best results.
Yet still finding themselves relatively weak when compared with international oil firms, these companies looked abroad in the early 1990’s and invested in countries like Sudan and Peru, which others had avoided because of concerns over the unstable conditions that may impact on production.
By boldly investing in these and other countries, NOCs have subsequently grown significantly, becoming serious international players. The largest NOC – the China National Petroleum Corporation – is now the fifth largest oil company in the world, boasting 1.6 million employees. Increasingly, however, China’s NOCs are partnering with International Oil Companies on deals, and competing for the same commercial opportunities as other oil companies.
Meeting a quota?
Another common perception about the management of these NOCs was that the government imposed a quota on the amount of equity oil – a piece of ownership in a company that produces oil – they must send back to China. The research, however, uncovered no evidence to support this claim.
“Decisions about the marketing of equity oil, where the Chinese companies have control over the disposition of its share of production, appear to be dominated by market considerations,” the report concludes.
“For instance, almost all the equity production Chinese NOCs have in the Americas was sold locally instead of being shipped back to China.”
Investing in import routes
The IEA report also sheds light on recent investment activities in transnational pipelines which the NOCs have been exploring.
“By the end of 2009, China had secured agreements with neighbouring countries to import oil and gas from all directions,” the report explains.
Increasing supplies has been the main driver for this, but diversification of routes has been an important goal as well. One important reason for this activity, though certainly not the only one, is to reduce reliance on the Strait of Malacca, an extremely busy channel which links the Indian and Pacific oceans.
The report finds that “investments by NOCs in transnational pipelines could provide alternatives to diminish the reliance on the Strait of Malacca and diversify its imports from other sources, such as Russia and Central Asia, to bring oil and gas imports from new routes.” Even though a rising share of China’s oil imports is set to arrive via other routes, however, the volume of imports shipped through the Strait is set to keep rising.

This study aims to provide government officials and stakeholders with guidance on how to establish effective structures to promote energy efficiency. It highlights the importance of developing legal, institutional, funding and coordination mechanisms to support national and sub-national energy efficiency policy implementation.
“This study is extremely valuable to supporting the implementation of good energy efficiency policies around the world,” said Nobuo Tanaka, IEA Executive Director.
Information for the study was gathered from 175 energy efficiency professionals in 70 countries.

IEA urges all governments to encourage low-carbon solutions

The International Energy Agency today at the 16th Conference of the Parties on Climate Change (COP 16) in Mexico called on countries worldwide to increase efforts to implement clean energy solutions. “Despite the positive steps taken last year in Copenhagen, we must achieve a lower emission path”, said Nobuo Tanaka, Executive Director of the IEA. The world is currently not on track with the ambitious target to limit global temperature increases at 2 degrees Celsius (°C) above pre-industrial level which was a key objective in the Copenhagen Accord. COP 16, running from 29 November to 10 December, aims to find solutions to global climate change.

Launch of IEA Energy Poverty Report at UN in New York

At a press briefing an the sidelines of the United Nations Millennium Development Goals (MDG) Summit in New York, the IEA launched a new report in co-operation with the United Nations Development Programme (UNDP) and the United Nations Industrial Development Organization (UNIDO): “Ending Energy Poverty: How to make modern energy access universal”, a special excerpt of IEA World Energy Outlook (WEO) 2010.
Over 20% of the global population – 1.4 billion people – lack access to electricity. Some 40% of the global population – 2.7 billion people – rely today on the traditional use of biomass for cooking. These are some of the major findings of the joint analysis by the IEA, UNDP and UNIDO.
Lack of access to modern energy services is a serious hindrance to economic and social development and must be overcome if the UN MDGs are to be achieved. Worse, without additional dedicated policies the problem will persist and even deepen in the longer term. This joint report investigates the energy-access challenge and estimates the number of people who need to gain access to modern energy services and the scale of the investments required in order to achieve the goal of universal access to modern energy services by 2030. It also discusses the implications of meeting such a target for the global energy market, the environment and health. The full WEO-2010 will be released on 9 November.

China overtakes the United States to become world’s largest energy consumer

IEA calculations based on preliminary data show that China has now overtaken the United States to become the world's largest energy user. China's rise to the top ranking was faster than expected as it was much less affected by the global financial crisis than the United States.
For those who have been following energy consumption trends closely, this does not come as a surprise. What is more important is the phenomenal growth in demand that has taken place in China over the last decade; also prospects for future growth still remain incredibly strong. Since 2000, China’s energy demand has doubled, yet on a per capita basis it is still only around one-third of the OECD average. Prospects for further growth are very strong considering the country’s low per-capita consumption level and the fact that China is the most populous nation on the planet, with more than 1.3 billion people.
China’s demand today would be even higher still if the government had not made such progress in reducing the energy intensity (the energy input per dollar of output) of its economy. It has also very quickly become one of the world’s leaders in renewable energy, particularly wind power and solar energy, and paved the way for a big expansion of nuclear power.
The worldwide implications of these new trends will be assessed in the upcoming World Energy Outlook 2010 to be released on 9 November 2010.

IEA Participates in Clean Energy Ministerial

IEA Executive Director Nobuo Tanaka addressed Ministers from 22 major economies at the Clean Energy Ministerial (CEM) meeting in Washington, DC. Mr. Tanaka, who followed US Energy Secretary Stephen Chu, emphasised the importance of accelerating deployment of clean energy technologies which can enhance energy security, cut greenhouse gas emissions, spur economic growth and fight energy poverty around the world. Mr Tanaka, pictured here beside Dr Steven Chu, US Secretary of Energy and Chris Huhne, UK Secretary of State for Energy and Climate Change, presented findings from IEA work on clean energy technology scenarios in addition to results from three IEA background papers prepared for the CEM that focused on the need to cut subsidies in electricity markets, assessed effective means of market transformation to deploy new energy technologies and analysed the gap in energy technology R&D funding requirements.

IEA Contributes to Renewables Global Status Report

Despite the financial crisis, in 2009 existing renewable capacity continued to grow at rates close to those in previous years, with grid-connected solar photovoltaic power growing at 53% and wind power at 32%, REN21 – a global policy network backed by the IEA – reports (REN21 Renewables 2010 Global Status Report). The IEA provided updates on the latest renewables policy and market developments in OECD countries for the report, drawing on policy and statistical information in the IEA Renewables Policies and Measures database, which covers over 80 OECD and non-OECD countries: http://renewables.iea.org. Launch of Energy Technology Perspectives 2010

The IEA has just launched a new edition of Energy Technology Perspectives (ETP). The study presents updated scenarios from the present to 2050 that show which new technologies will be most important in key sectors and in different regions of the world for achieving the goal of halving global CO2 emissions by 2050. Presenting ETP 2010 in Washington DC, IEA Executive Director Nobuo Tanaka said “after sowing the seeds for such a revolution in our last edition in 2008 by demonstrating that greater reliance on low-carbon technologies can transform the way we produce and use energy, ETP 2010 now highlights the first ‘green shoots’ of what could become such a fundamental change.” But he emphasised that current developments are still fragmented and fragile, and the rate of progress is still far too low to prevent dangerous increases in global temperatures.

Launch of IEA/NEA Nuclear Energy Roadmap

The IEA and the OECD Nuclear Energy Agency (NEA) launched a jointly developed roadmap, the Energy Technology Roadmap on Nuclear Energy. IEA Executive Director Nobuo Tanaka presented the roadmap on the sidelines of the East Asia Climate Forum in Seoul (Republic of Korea). He stated that nuclear power is a mature and low-carbon technology that is ready for rapid expansion; based on IEA analysis, its capacity could more than triple over the next 40 years, making a major contribution to cutting greenhouse gas emissions.

CCS crucial for mitigating climate change

Significant progress has been made for the deployment of carbon capture and storage (CCS), notably through the commissioning of CCS pilot plants, continued learning from plants already in operation, the development of legal and regulatory frameworks for facilitating CCS and public outreach activities. This is one of the main findings from a new report by the IEA, the Carbon Sequestration Leadership Forum (CSLF), in co-operation with the Global CCS Institute (GCCSI). The report, to be presented at the 2010 Summit in Muskoka, Canada, on 25-26 June 2010, stresses at the same time that more efforts are needed if the G8 goal of broad CCS deployment by 2020 is going to be met.

Global Fossil Fuel Subsidies Amount to USD 557bn

Global fossil fuel consumption subsidies in 2008 were much higher than previously estimated and totalled USD557 billion, according to IEA analysis feeding into a joint report by the IEA, OECD, World Bank and OPEC to the G20. 37 countries were identified that offer subsidies to fossil fuels in consumption, with the Top Five being Iran, Russia, Saudi-Arabia, India and China. Phasing out inefficient fossil fuel subsidies would enhance energy efficiency, promote energy security, and play a major role in the fight against climate change. Yet phase-out policies in developing countries must be carefully designed so as not to restrict access to essential energy services. The IEA subsidies analysis is part of the Agency’s ongoing work for the upcoming World Energy Outlook 2010 which will be published on 9 November.

Two new technology roadmaps, for Photovoltaic (PV) and Concentrating Solar Power (CSP), were presented by IEA Executive Director Nobuo Tanaka in Valencia (Spain) during the Mediterranean Solar Plan Conference hosted by the Spanish EU presidency. The roadmaps find that solar electricity could represent up to 20% to 25% of global electricity production by 2050.

The International Energy Agency views the Copenhagen Accord as a step in the right direction. The Accord, reached at the UN climate change conference in Copenhagen in December 2009, could be used by countries to guide on the next steps towards a legally-binding agreement on climate change. For the first time in the UN, the Accord sets a clear environmental goal of limiting the increase in global temperature to 2o Celsius. It also provides significant finance for adaptation to climate change and emission reductions in developing countries. More than 100 countries have already submitted emission pledges (to see IEA comments on the emissions reduction pledges made after Copenhagen, click here). By IEA calculations, these pledges still fall short of the intended 2oC and countries must act quickly to orient their energy infrastructure towards a low-carbon development.

IEA welcomes Copenhagen Accord but calls for more efforts

The International Energy Agency welcomes the Copenhagen Accord, which provides guidance on the next steps towards a legally-binding agreement on climate change. The Accord provides a clear environmental goal of limiting the increase in global temperature to 2o Celsius. It calls for emissions to peak as early as possible as well as a collective commitment by developed countries to financially support developing country actions in mitigation and adaptation. It also lays out the foundation for support to developing country actions, over and above their unilateral actions. The IEA estimates that developing countries will need to invest around USD 200 billion annually by 2020 to move to a less carbon-intensive energy system. The USD 100 billion pledged by developed countries is a significant contribution towards that goal.
However, IEA calculations show that emission reduction pledges to date fall short of what is needed to limit the long-term concentration of greenhouse gases in the atmosphere to 450 parts per million (ppm) of CO2-equivalent, in line with a 2o C increase. The IEA has produced a blueprint to reach the 450 ppm goal in the energy sector (see World Energy Outloook 2009), and in the first half of 2010 will assess the possible gap between countries’ commitments and actions under the Copenhagen Accord and this goal. The Agency will work with all countries to ensure that best energy and climate policy practice is widely shared and can be put to work to reach a higher level of ambition at least cost for society. The IEA will continue its ground-breaking work in areas such as energy efficiency, carbon pricing through market mechanisms and other means, as well as research, development and deployment of low-carbon energy technologies. By demonstrating the effectiveness and benefits of such actions on energy security, economic performance, local environment and climate change, the IEA hopes to encourage all countries towards significant pledges on future greenhouse gas emissions that will lead to meaningful reductions.
Climate policy is an integral part of the energy policy portfolio. The IEA intends to ensure coherence between environmental, economic and security goals, which is crucial to an effective climate policy response.

IEA releases Cement Sector Technology Roadmap

The IEA, together with the World Business Council for Sustainable Deveopment's Cement Sustainability Initiative, today released its first low-carbon technology roadmap targeting sector-specific emissions reductions. The roadmap provides an ambitious vision for emissions reductions up to 2050. The report identifies the requirement for increased R&D commitment and investment, particularly in CCS, and the need for a clear policy framework.

IEA Chief Economist Given Top German Honor

The Chief Economist of the IEA, Dr. Fatih Birol, has received the Federal cross of Merit (Bundesverdienstkreuz/Verdienstkreuz 1. Klasse), the only general state decoration of the Federal Republic of Germany. In a ceremony at the German Ministry of Economy (BMWI) in Berlin, States Secretary Jochen Homann, acknowledged Dr. Birol’s “outstanding work” on economic analyses. He particularly praised the IEA flagship publication World Energy Outlook, which is designed and directed by Dr. Birol, for its “comprehensive, timely and independent view” and said the study had become an important reference for the German energy and climate policy.

World Energy Outlook 2009 launched in London

At a press conference in London on Tuesday, 10 November, the IEA Executive Director Nobuo Tanaka and Chief Economist Fatih Birol presented the results of the World Energy Outlook 2009 (WEO). The WEO 2009 looks at the impact of the economic downturn on energy use, CO2 emissions and energy investment and what will be required at the UN climate conference in Copenhagen to put together an agreement that stops global temperatures rising at a price that is affordable. The WEO also focuses on the natural gas resource base, current trends and the role gas will play in the future energy mix. The book includes a review of energy in Southeast Asia, looking at this fast-growing region and its implications for global energy markets.

Mr. Tanaka visited Algiers to meet with OPEC Conference President, and Algeria's Minister of Energy and Mines, HE Dr. Chakib Khelil. Issues discussed included the current oil market situation and steps to follow-up on the recent Jeddah Energy Meeting. Whilst in Algiers, Mr. Tanaka also held talks with the President of Sonatrach, Mr. Mohammed Meziane, and inspected the Hamma desalination plant which is currently the largest plant of its kind in Africa.

Energy Ministers from the 28 IEA member countries met at OECD headquarters to share views on the key energy and environment challenges facing the world today. This year´s Ministerial coincided with the 35th anniversary of the IEA – an occasion for which IEA partner countries China, India and Russia were invited and participated for the first time together, along with three distinguished guest speakers, Dr. Henry Kissinger and Viscount Etienne Davignon - two key founders of the IEA - and Dr. Rajendra Pachauri, Chairman of the Intergovernmental Panel on Climate Change (IPCC).

IEA Executive Director Tanaka participated in the launch of the Global Fuel Economy Initiative (GFEI) in Geneva, during the Geneva Motor Show. Four organisations -- the FIA Foundation, International Transport Forum (ITF) and UN Environment Program and IEA -- developed GFEI to achieve a 50% reduction in automobile energy use per kilometre by 2050.

At the World Economic Forum (WEF) in Davos, IEA Executive Director Nobuo Tanaka called for governments to invest in energy efficiency and clean technologies to bolster economic recovery and achieve climate change policy objectives. Mr. Tanaka took part in a number of energy-related discussions ranging from investment challenges to energy security to the potential of new technologies such as electric vehicles. IEA Chief Economist Fatih Birol also participated in WEF sessions and presented results of IEA work. Mr. Tanaka is pictured here with Japanese PM Taro Aso.

Mr. Tanaka visited Algiers to meet with OPEC Conference President, and Algeria's
Minister of Energy and Mines, HE Dr. Chakib Khelil. Issues discussed included the current oil market situation and steps to follow-up on the recent Jeddah Energy Meeting. Whilst in Algiers, Mr. Tanaka also held talks with the President of Sonatrach, Mr. Mohammed Meziane, and inspected the Hamma desalination plant which is currently the largest plant of its kind in Africa.

Efficiency Policies and Measures Database, with the assistance of government
representatives. With records dating back to 2000, this database arguably represents
the most comprehensive collection of national policies on energy efficiency
policies for IEA member countries as welll as information
on some non-member countries.

Aiming at a Clean, Clever and Competitive Energy Future: IEA Work in Support
of the G8 - Since being tasked by G8 leaders at their 2005 summit
in Gleneagles, the IEA has conducted extensive work
on improving energy efficiency and accelerating the deployment of new energy
technologies. The results of this analysis and specific policy recommendations
have been presented to subsequent G8 summits in St. Petersburg in 2006, Heiligendamm
in 2007 and Toyako (Japan) in 2008. IEA Executive Director, Nobuo Tanaka
is pictured here with Chinese President Hu Jintao.

IEA statement on OPEC decision to leave output unchanged - While the Organisation of Petroleum Exporting Countries has decided to leave output unchanged, crude oil supplies remain very tight, as the IEA has noted for the past six months. At the same time, very high oil prices may be adding additional pressures to currently significant economic risks. We have seen a sharp draw in petroleum stocks in OECD countries which will have ongoing effects.

Mr. Tanaka greets Japanese Prime Minister Yasuo Fukuda shortly after he had
delivered a special address to the World Economic Forum in Davos. Prime Minister Fukuda’s address outlined the agenda for Japan's Presidency of the G8 Summit in Toyakocho, Hokkaido, in July. This included a proposal for the formulation of an international framework of collaboration in which the IEA would play a role to support the acceleration of technological development in order to achieve dramatic cuts in greenhouse gas emissions.
