Background:

The IEA CCS Regulators' Network web conference, "CCS: Regulatory Approaches to Address Liability," took place on Thursday, 15 January at 15:00 Paris time. Liability for CO2 transport and storage is consistently raised as a key issue that must be addressed to enable CCS demonstration and commercialization. There are a number of issues associated with CO2 liability in the context of a CCS project, including accurate assessment of the real risks, availability and cost of insurance, and the role of government in potentially assuming liability for CO2 monitoring and accidental release over the long term.
