Background:

The key challenge in global energy policy is to create an energy system that supports continuing economic development and considerably reduces the risks of climate change. Energy efficiency is currently the most affordable tool to mitigate climate change. Energy efficiency can also improve security of supply and competitiveness without further aggravating disparities in welfare amongst countries. This has been widely recognised by policymakers and a large number of initiatives, policies and measures relating to energy efficiency have been adopted in recent years at national, regional and international levels.

The Conference brings together senior experts from governments and industry and officials from international bodies to discuss ways to improve energy efficiency outcomes through enhanced international cooperation. It will address questions such as: how can post-2012 rules best address the need for an improved investment climate for energy efficiency? How can barriers to investment and technology transfer be overcome? What kind of global energy efficiency integration is needed to solve these problems, and how can it be promoted?
