Background:

Municipal energy systems are vital for people’s well-being and sustainable economic development of cities. In particular, district heating systems – due to cogeneration – can provide a cost-effective, environmentally friendly source of heat and power for urban areas. Yet a large number of municipal energy systems in CIS countries face serious financial, marketing or technical problems. How do other countries address district heating issues? What can national and local governments do to create the right conditions for the sustainable development of district heating while improving service quality? How can the economic, environmental and energy security benefits of co-generation and district heating be best captured?

To address these questions, the International Energy Agency (IEA) hosted a roundtable, which served to:

• share experiences and best practices in organising heat and electricity supply in cities;
• identify lessons learned applicable to Russia and other CIS countries.

This roundtable provided a unique opportunity for CIS countries to learn about other countries’ experience in establishing efficient, clean, reliable and affordable municipal energy systems.

Session 1. Municipal Energy Supply: Challenges and Opportunities

This session will provide an overview of key issues related to DH and CHP.

Session 2. Management and Operation of Energy Systems. The Role of the Private Sector
         
This session will discuss different ways of transferring management and operation rights from municipal and state ownership to the private sector (privatisation/concession, etc). It will also look at best practices of private or public companies in managing municipal energy systems. 

Session 3. Policy, Regulation and Planning 

National and local policy makers, utility and infrastructure regulators are often unaware of the role that favourable policies can play to create efficient, reliable and affordable municipal energy systems.  This session will explore innovative approaches to the development and implementation of legal and regulatory framework for municipal energy systems, as well as the issues of energy planning. 

Session 4. Innovation and Technology Cooperation

This session will look at innovative technologies and opportunities for international technology cooperation to improve the functioning of district heating systems.

Panel Discussion:  Lessons Learned

This panel of leading international experts will discuss the day’s presentations and analyse the lessons learned and possible next steps forward. All participants of the roundtable will be invited take part in the discussion to identify best practices applicable to Russia and other CIS countries.
